I cannot install Bartender 10.0.  This is where it stopped:

I downloaded Microsoft "Program Install and Uninstall Trouble Shooter" Tool and it could not detect the software, Seagull.  I could not find any trace of this software installation.  I checked Program Files & Program Files (x86) folders and did not see any Seagull nor Bartender folder.  I checked for the services and did not detect any.
