Seagull License Server Was Not Detected On Your Network.
The environment is all Azure Virtual Machines in a single VNET. I have successfully installed/activated the License Server on one virtual machine, and the service is running. I'm installing the Bartender Application suite on another virtual machine. At the BarTender Setup Dialog, the note says that the "Seagull License Server was not detected" on your network".
What protocols does it use to find the license server?
Are the logs to help me troubleshoot this?
Is BarTender supported on Azure Virtual Machines?
Any information would be greatly appreciated.

From Activated BarTender, Administer > Licensing Setup,
Uncheck [Automatically find license server] then specify License server's IP address or hostname.
[Test] button on the dialog helps.
License Server(slssrv.exe, sls.exe) and BarTender(bartend.exe) uses UDP (default 5160 port).
Make sure you allow communication from both PC.
Note that BarTender Automatons license are linked to physical hardware, so make sure to keep License Server on the same physical hardware.
When significant hardware change is detected, you need to activate license server again within 10 days.
Virtual Machines and Emulations
- VMware products are fully supported and we test extensively on this platform.
- Microsoft Virtual PC and Virtual Server should work, but we rarely test on this platform.
- Parallels for the Macintosh may work, but we do not test with it, and cannot support it.
- WINE for Linux may support BarTender, but will not work with Windows drivers. We cannot support it or recommend it for use in a production environment.

We run BT EA in cloud VMs which don't have any physical printers connected.
Non of current licensing model applies to this.
We'd like to hear some official answers for this fast growing demand.

As of BarTender 2016R2, running automation license without installing License Server on a windows computer is not possible.
You can install and activate License Server on hosted windows environment as long as hardware recognized by windows are not changes.
Considering cloud deployment, current License server doesn't have authentication and it doesn't support https connection (it only support UDP protocol) so place License Server on public internet is not recommended.
There's request to support https connection to License Server and I add some counts to the request.
