Seagull License Server refuses to start with message "The system cannot find the file specified" Follow

Seagull License Server is stopped and when you try to start the service, you get error message:

"The Seagull License Server service terminated with the following service-specific error:
The system cannot find the file specified."



Open the Seagull License Server user interface, click on "Start Service later", access the "Tools > General Options > Network" dialog and now either disable the "Detect if server is running on network port" option, or use a different port to communicate.  This error message shows up when another license server is using the same port.
