Can I have Bartender Enterprise Automation point to a license server through DNS instead of IP?

I am able to refer to the license server by server name or IP, so yes, I think that's what you're asking.

Yes it supports either the host name or IP address to find the computer running License Server.  Of course if your network/computer has a DNS problem, that breaks address translation, then the use of a host name won't work.  Therefore, if your preferred method doesn't work try the other just in case.

Is it possible to activate the Bartender software beyond subnets at first, instead of as second possibility.

 

In our environment serveral users reside on different subnets and have to activate their version of BarTender. They have to contact the License server. This will  only succeed after wating for the broadcast to time out and the choose "continue" and later activate via the wizard in BarTender.
