    This is a well known issue that has been going on for a while. It is related to BarTender using it's own file dialog instead of the Windows one.

    There is a way to hack the program to go back to using the Windows dialog by default. These are the steps for it from Seagull support. I have done this on our system here and it solved the issue you're describing.:

    Using the Windows File Dialog

    As of 9.4 SR2, it is possible to switch to the Windows common file dialog by creating the following value inside the following Windows registry folder (In order to open the Windows registry, go to “Start>Run” in Windows and now type regedit):

    HKEY_CURRENT_USER\SOFTWARE\Seagull Scientific\Librarian\File Dialog
      Name = Use Windows Dialog
      Type = REG_DWORD
      Data = 0x00000001 (1)

    Using this registry key is not recommended for anyone using Librarian, because it disables Librarian integration with other applications.

    Edit: 300th post.

    Thank you very much. I knew there had to be a fix, just wasn't sure what it was.

    6 years later and this is still an issue.

    I wonder if it ever gonna be fixed.

    We added the suggested reg setting and it cut opening a label down from about 30 sec to about 3 sec.

    Have you tried using the latest version to see whether it is still an issue.

    The above posts relate to v9.X and 10.X neither of which have been sold for 4 or more years

    Yes, this has been tried on the latest release, as I hoped it was solved in that one.

    It is BarTender Designer 2021 R1
