That looks like your record selector box is too big for the Entry Form, try deleting it and re-adding to the form

I had the same issue. I had the display setting Scale value set too high at 150%. Scale down to 125% can see the horizontal bar. Scale down to 100% can see the full horizontal bar.

You basically have something like this:
You need to either shrink the record picker box or increase the size of the Data Entry Form from in BarTender Designer

Did you try configuring the Microsoft Windows Display Settings. Close the Bartender program, set the display to a higher display resolution, and open the Bartender program to see if the scroll bar appear.
