Hopefully this will help.
On the PC holding the licence, open Administration Console and go to Licencing Setup and make sure the visibility is set to Everyone Everywhere and when activating the software on the new PC use the Search for Existing Licence option and connect to the licence from there (depending on you network you may need to browse and enter the licence PCs IP address to see the licence details).
