how can I make all data matrix the same size

The size of the code will change depending on the amount of data contained within it, the symbol type (ECC-xx) and the X dimension of the code and so these would need to match every time to make sure the code remains the same size

....or else you will need to adjust the X dimension to increase/reduce a code to try to get it to match the size of a different symbol

Sorry I do not understand what you mean. To adjust either the symboil type of the X Dimension you need to manipulate the settings in Symbology page of the Properties of the code

If your data is the same length that the barcode will be the same size.
Try using data transformation, number of characters. Set a minimum number of characters and set a padding character such as a space.
