No it will return to the 1st form in the print run.
You can, on the entry form box, tick the "Remember entry for next time" box on the Data Entry tab so the details will be populated with the last ones used so you do not need to change them unless you need to

I have 2 forms one is for data select and the 2nd is for scale prompt.
Is there a way to stay on the scale prompt screen until its getting cancel? so the operator dont need to select again the same item until he is finish printing for this item.

No, it will return to the first form in the print run but if you configure form one as mentioned above so they do not need to enter the details again then they can just skip it.
Otherwise add the scale input to the top of form 1 above the other parameters and set as above so they can just add the weight and click print leaving the other details the same

Where do you have the option to add "Remember entry for next time" on the form?
I have on the form 2 Radio Button list set source to query prompt and a record picker. I did tick the "Remember selection for next time" box in the record picker but because its displaying the records accruing to the 2 Radio Button list its not remembering it.

That is because your value is coming from a query prompt/filter. Try setting this in the Query Prompt setup
