    Hi,

    This may not be directly related to your problem. I encountered a similar issue with Print Scheduler not starting after reboot.  I was able to narrow down the cause to 2 KB's updated from Microsoft (KB4457129 and KB4457426). My guess is that KB4457129 was the source.  In my case, there was an event 7000 logged in the system event log. In the details, it says "access denied".  Uninstalling the KBs make the system run normal again.

    BarTender Enterprise 2016 R2, Windows Server 2012 R2

    I am still looking for a fix for this problem as the KBs kept coming back due to corporate security policy.
