  Check your Services and the Licence Service as it sounds like it is not running on your computer for some reason.

  If you open Administration Console and Windows Services option at the bottom of the left hand column, check to see if all the services are running, especially the Licence Service and see if that sorts the issue. 

  If not you could try the Licence Setup option from the Help menu in BarTender Designer.
