Are you sure that you are supposed to be using a GS1-128 barcode and not just a regular Code 128 barcode?

GS1-128 is a barcode standard for the formatting of data inside a Code 128 barcode symbology. Each barcode can contain one or more Application Identifier (AI) followed by related data for that AI. For example the (01) application identifier is related to 13 data digits that represent a GTIN (Globally Traded Item Number), often sourced from a database, plus an automatically calculated check digit. In this context the example information you have given doesn't make much sense.

Generally, when creating GS1-128 barcodes I would advise that you use the Application Identifier wizard to step you through the process of building the barcode. Please see the below white paper.

I didn't set up the system so had nothing to do with choosing the symbology, however it was set up when it was installed and the numbers used are (91)xxxxxxxx (21)15112011. the issue is that as in the op when data is entered into the print prompt it the print out reads as the product number that has had the -xx subtracted from it.

As a test create a new label and use the AI wizard to create the AI's 91 and 21 with their associated data. If you tried to do this manually it is possible that you missed off the FNC1 data terminator after the data for AI 91 and before the AI 21. To input a FNC1 character into the data source of BarTender you use the ^1 combination. I will attach a screenshot of an example data source dialog.
