Hoping this makes sense. I have a bartender file that's set up in the following page setup

So 4 labels per page. If I was to print 16 copies it will print 4 labels on 4 pages. If I was to do 17 copies. It will print 4 labels on 4 pages and then instead of printing the last 1 label on 1 page, it will then print me this one label on 4 seperate pages. 

What would be causing this?
