Unable to Open Bartender Designer or  Administration Console getting the error "Bartender's Security Policy does not allow user to perform this action"

I am unable to Open Bartender Designer or  Administration Console  getting the error "Bartender's Security Policy does not allow user to perform this action". Ref. 00054682

one change i did  in Administration Console "Enable Security for this computer" option because, I was trying to enabling logging into DB.

Checked option "Enable Security for this computer"  and click on ""Apply and OK.

After that I tried opening the Bartender Designer or  Administration Console  getting the error "Bartender's Security Policy does not allow user to perform this action"

I restarted the below service and restarted the machine also but still I am getting the same issue. 

 

 

Please advise me what next steps I need to follow to resolve this issue .
