Not 100% sure but my guess is you could be using Windows Authentication to connect to your SQL and that could be where the issue lies. Printing from Designer then the user account that is logged into the PC/Server will control the access to the database. However Print Portal will use the credentials allocated to the user account running the Portal (usually the IIS_Webprint account) and that may not have those rights.
You may need to look at using different authentication to link to the database.
The information on here may help

What version and edition are you using?
That normally appears when you are trying to use a function that is part of a higher edition of BarTender than your current licence

Ah, that explains it! The full version of Print Portal is only available with the Enterprise edition with BarTender 2021 and so you cannot remove the watermark with your version.
However, if you have a Maintenance Agreement, you could upgrade to BarTender 2022 and Print Portal can then be used with both the Professional and Automation editions allow, with some limitations (such as no Librarian connectivity).
If you speak to your BarTender reseller then they should be able to help you out or if you are not sure who it is then contact your regional Seagull Sales office and they will put you in touch with one.

If you have a valid Maintenance Agreement in place for your software then you can download and upgrade to 2022 for free, but if not you will need to take out a Maintenance Agreement first.

I am not sure what you mean by when the user is not connected to the server, but I would suggest installing the printer onto the local PC by adding it from your list of networked/shared printers

Excuse me, I'll try to explain again 1. We don't want any printers installed on local PCs 2. We don't want to install any bartender software on local PCs 3. we want to use the print portal on local PCs 4. we want to install and print only from the bartender server. we tried with client printing with bartender client print servive but if the user does not log in to the server we cannot print (the printer is no longer shared with the bartender print server) I hope I was clear

If you are printing using devices on the server then I do not think you need to enable Client Printing. That is so you can print to devices installed on the PC that are not installed on the server, try disabling Client Printing in the Portal and see what that does.

Have you any printers installed on your server hosting Print Portal?

Yes

It sounds to me like a Permissions issue with the IIS Webprint account possibly having insufficient rights to access the printers. You may need to adjust what account the App Pool and Print Scheduler service are using.
There is some more info here:

The permissions are set with a domani admin account0
