Answer
Small Business Server 2011 isn't really an operating system. It is a product bundle that includes different versions of other Microsoft products which don't always match (e.g. Server 2008 + Exchange 2010 + SQL Server 2008).
Small Business Server 2011 is only compatible with BarTender if your instance is based on Windows Server 2008 R2 Standard. If your Small Business Server 2011 is instead based on Windows Server Core, BarTender will not be compatible.
The only versions of BarTender that could be compatible with Small Business Server 2011 are BarTender 2016 and BarTender 2019.
